If it works okay on the other account, then more than likely there is an error in the credit/debit registration on the account. I had that issue once, and it turned out my Zip code was entered wrong, and my bank was blockin' the purchase. I fixed the Zip code error and no problem at all now. Your case could be something different, as in expiration date, CVC# or expiration date..
